w.r.t a review of consensus, that would be a good thing to do, but IIRC there are still well known issues with non standard txns for core already which have not been fixed because they won't get mined without a miner wanting to do it, but perhaps worth discussing that out of band.

i think core worries about miners creating arbitrary attack blocks. the only mitigation standardness provides is that it makes backporting fixes less urgent, and in some cases where an actual fix is hard because it requires a soft/hard fork, we do something that's easier than that rather than nothing at all
