huh, after a crash it looks like bitcoin core decided an appropriate fee estimate was 2.8 sat/vB

crash with downtime for only two hours, so its not like it was missing material context

maybe it gave a wrong value during startup mempool loading? or the fee estimator just hadnt been written out in a while? Seems like a bug, either way.

ohhhh, so i was looking at the wrong thing. the nonsense 2.X sat/vB issue i got was the mempool min fee, not the feerate estimate....which of course lightning relies on now, but probably shouldnt.
