when introducing the torv2 support (using the onioncat IPv6 range), we did the same for I2P using garlicat.

But I2P always had much longer keys than what actually fit in IPv6 embeddings, so garlicat actually relies on a central lookup service for mapping garlicat addresses to I2P.
